Which federal court or courts hear the greatest number of cases?

District courts, since that's the only one that has original jurisdiction all the time. Realize that the other three are apellate courts (though the Supreme Court has original jurisdiction in very limited situations), and so in order to be seen by the other three, you would have to start in the federal district court and need to appeal your case.
