How do you start a federal case against a state?

You file a complaint in a U.S. District Court the first paragraph(s) of which sets forth specifically the Federal statute or Constitutional provision that authorizes you to file the claim in the Federal Court.How do you start a federal case against a state?
You file a complaint in Federal Court.





It probably will be dismissed quickly as the States have various immunities, but that is how you start a lawsuit.
