I would recommend contacting your public library and ask if the library has ';lawyers at the library'; services. For example, The Oakland, CA has this service. And one-a-month an attorney provides 15 minutes free legal advice.
Your friend needs a criminal defense attorney. Your friend is being charged with theft. the property he snatched is not the issue. BUT, it does mitigate the charge.
